WHAT IS THE GLOBAL COVENANT OF MAYORS?

On June 22, 2016, the Compact of Mayors and the Covenant of Mayors announced the Global Covenant of Mayors for Climate & Energy, a newly merged initiative to bring these two efforts together.

The Global Covenant of Mayors is a historic and powerful response by the world’s cities to address the climate challenge. It is the broadest global alliance committed to climate leadership, representing more than 600 million residents.

More and more cities and local governments across the globe are taking action, making a powerful contribution to meeting the targets of the Paris Climate Agreement.

EU Covenant of Mayors:
Created by the European Commission in 2008 after the adoption of the 2020 EU Climate and Energy Package, the EU Covenant of Mayors puts cities and regions at the forefront of climate action, representing more than 6,800 cities in 57 countries. New signatories pledge to reduce CO2 emissions by at least 40% by 2030, to adopt an integrated approach to tackling mitigation and adaptation to climate change, and to tackle energy access. The EU Covenant of Mayors was funded by the European Commission and operated by the Council of European Municipalities and Regions (CEMR), Climate Alliance, Energy Cities, EUROCITIES the European Federation of Agencies and regions for Energy and ICLEI – Local Governments for Sustainability.

Compact of Mayors:
A global coalition of mayors and city officials pledging to reduce local greenhouse gas emissions, enhance resilience to climate change, and to track their progress transparently. The Compact was launched in September of 2014 by UN Secretary-General Ban Ki-moon and his Special Envoy for Cities and Climate Change, Michael R. Bloomberg. The Compact was activated under the leadership of the global city networks — C40 Cities Climate Leadership Group (C40), ICLEI – Local Governments for Sustainability and the United Cities and Local Governments (UCLG) — and with support from UN-Habitat, the UN’s lead agency on urban issues. Commitments made under both initiatives will be folded into the Global Covenant of Mayors for Climate & Energy.

A GLOBAL MOVEMENT

The Global Covenant of Mayors for Climate & Energy aims to take what is best from each of these individual initiatives to achieve the greatest possible impact.

The Global Covenant of Mayors for Climate & Energy formally brings together the European Union’s Covenant of Mayors and the Compact of Mayors, the world’s two primary initiatives of cities and local governments, to advance their transition to a low emission and climate resilient economy, and to demonstrate their global impact.
